What is Alojamento Local?

Alojamento Local (AL) is Portugal's national registration and licensing system for short-term rental properties. Established in 2008 and tightened in subsequent revisions, the AL framework requires anyone offering short-term accommodation to register with the local municipality, meet safety and quality standards, and display their registration number on all listings.

Portugal introduced containment zones in Lisbon and Porto where new AL registrations are restricted or frozen. These zones were created in response to rapid STR growth that displaced long-term residents from historic city centers like Alfama, Mouraria, and Ribeira.

Why It Matters When Choosing Where to Live

If you are considering a move to Portugal as a long-term resident, expat, or digital nomad, the AL system directly shapes your housing options. In containment zones, new STR listings are capped, which helps preserve residential character. Outside these zones, registration remains straightforward and STR activity runs dense.

The AL framework also drives up rental prices. In neighborhoods with heavy AL concentration, landlords pull units off the long-term market because short-term lets pay more. This has made finding affordable long-term housing in central Lisbon and Porto noticeably harder over the past decade.
